My personal opinion is that you should NEVER let your bag bear on your house, whether on the walls, or on the ceiling. A hanging heavy bag will put a ton of abuse on it's mount, especially if you're using it for kickboxing as well as traditional punching. Hanging a bag on a ceiling joist that isn't designed to suspend a LOT of weight will damage your house (which is why your maintenance guy said you can't hang one). Your bag might only weight 100lbs, but when you compound that with the striking force of your punches and kicks, then factor in the thousands and thousands of times you'll be hitting the bag, your ceiling will be sagging in no time.
That said, you should also NEVER hit a heavy bag that's against a wall, for at least 3 reasons. Since you brought it up in your question, I'll use noise complaints as problem number 1. However, people hearing you will be the least of your worries. Yes, if you punch a bag leaning against your wall, it's going to sound like you're banging on your wall for an hour a day. Neighbors would ALSO hear the noise if you had a ceiling bag. They MAY even still hear it if you have a free stand, but much less likely than a ceiling bag, or a bag against a wall. Punching anything against the wall is going to be like hanging pictures for an hour straight, expect a few knocks on your door from pissed off neighbors.
Problem number 2 is that you're going to hurt yourself. Heavy bags are designed to move. You select a heavy bag based on your body weight, which SHOULD correspond to a striking power, and wrist and joint strength. Hitting a bag that's too heavy for you is hard on your joints because the bag's static inertia is too great for your striking power, so instead of the bag swinging to absorb the strike, your joints are force to bear the entire impact. Leaning your bag against the house takes away it's ability to swing. What's known as a "pole bag", i.e. a thick pad that wraps around a building stantion pole and looks like a heavy bag, is very soft padding compared to a heavy bag. The pole bag can't swing, so it has to make up that absorbing factor by being softer than a traditional swinging heavy bag. Leaning the bag against the wall will be essentially the same as punching your house, which will lead to joint problems, which means you will be wasting time healing up, instead of training.
The 3rd problem with leaning a heavy bag against a wall, and probably the most IMPORTANT reason, is that your wall is only constructed from drywall. It's not a solid barrier. If you're leaning it against an unfinished concrete wall in a basement, that's different, but if you're banging away on a bag leaning against dry wall, you're going to knock a hole in the wall very quickly. Thinking of my own heavy bag workouts and knowing what I do about the strength of drywall, I'd be amazed if I could make it through one session before my bag knocked a hole in the wall.
So, moral of the story. Get a bag stand. They usually run about $100 at almost any sporting goods store. Hitting the bag against the wall is going to piss off your neighbors, hurt your body, and damage your house.
